Mark obtained his law degree from the University of the West Indies and his Legal Education Certificate from Norman Manley Law School in Jamaica. Mark also holds a Bachelor of Civil Law from the University of Oxford St. Catherine College.
He practices extensively before the High Court and Court of Appeal and has been involved in several pieces of high end commercial litigation including a shareholder dispute in a company valued at over US$3 billion and the first class action law suit brought in the Eastern Caribbean under the provisions of the Civil Procedure Rules 2000 representing over 120 Claimants. Some of the notable cases in which he has been involved include The Nevis Island Administration v. La Copropriete Du Navire J31 et al (Rawlins, JA); Platinum Trading Limited v. Craig Reeves (CA); Gigi Osco-Bingeman et al v. John Paul de Joria (HC and CA); Hotel de Health (Caribbean) Inc. v. Ronald Webster (CA); Hansa Bank v. The Attorney General of Anguilla (HC); The Attorney General of St. Kitts & Nevis & Anor. v Queensway Trustees Limited (HC and CA); Surfside Trading Limited v. Joe Brice et al (HC). Mark has participated in litigation involving an international company of strategic interest in the Russian Federation valued at over US$30 billion. He has also appeared as an expert witness in litigation in Singapore and provided expert written testimony on aspects of Nevis law in several other proceedings internationally.
Mark has taken a leave of absence from the practice to pursue his political life. He is currently an elected member of parliament and the Minister of Foreign Affairs in the St. Christopher and Nevis Federal Government. Additionally, he is the Deputy Premier of the Nevis Island Administration and holds the portfolio of Minister of Tourism, Health, Culture, Youth, Sports, and Community Development. Mark has served as the Leader of the Opposition in the National Assembly of the Federation of St. Kitts and Nevis (2007 – 2015). He is also a radio talk show host and has a weekly 2 hour sociopolitical show on VON Radio 895am or . He is married and has 2 daughters.

We are versed on all legal aspects of the various financial products offered in the Federation of St. Christopher and Nevis providing clients with the right legal and commercial solutions based on their needs. We understand that our clients require more than just the law in black and white, therefore we analyse client needs and tailor advice to suit them. We attend to regulatory and compliance issues, debt and equity financing including project financing and complete legal due diligence for major developments, secured transactions, debentures, securities, restructuring, acquisitions, formulating and negotiating general commercial contracts. Our clientele includes international banks, corporations and real estate developers.

Our litigation team represents a cross-section of entities throughout the world involved in antitrust disputes, commercial and contract disputes, debt collection, employment disputes, fraud and asset tracing, insolvency litigation, insurance disputes, tax disputes, personal injuries and public law litigation. We represent clients effectively in the most difficult and sophisticated contentious matters at all tiers of the Court likewise in alternative media to the Court that is, in mediation and arbitration proceedings. We explore all avenues of dispute resolution so that clients have a full and comprehensive framework of the various methods available to them because resolving disputes with as little interruption to ones business or life is crucial.

Our knowledge and experience allows us provide the best legal services to private, commercial and international clients on all aspects of purchase, sale and development of property within the Federation of St. Christopher and Nevis. We guide nationals and non-nationals purchasing or selling property through every step of the process. For clients interested in large developments within the Federation, we are is able to offer the highest level of service from the commencement to completion of the project including negotiating various service contracts and presenting concessions and tax exemption packages to Government entities and applications to be approved developments for economic citizenship.
